This year's men's VNL tournament was attended by 16 country. 10 the team of which is the core team that cannot be relegated. Six other teams were selected as challengers, including Cuba who won the Challenger Cup 2022.
16 the contestant teams are divided into two different pools each week. This pool will continue to rotate in the first week, second, and third. The top seven teams in the standings plus Poland as the host will compete in the final round.
Six cities hosted the preliminary round. The sixth city is Ottawa (You have), Nagoya (Japan), Rotterdam (Dutch), Orleans (French), Anaheim (United States of America), and Pasay City (Filipina). Meanwhile, the final round will be held in Gdansk, Poland.
